
CCM Core Functions
CCM Rwanda fulfills five core functions as defined by the Global Fund's requirements for Country Coordinating Mechanisms. These functions form the foundation of Rwanda's coordinated national health response.
1. Funding Request Development
The CCM leads the development of funding requests submitted to the Global Fund, ensuring proposals are grounded in national health priorities, epidemiological evidence, and stakeholder consultations. This includes coordinating technical working groups for HIV, TB, and Malaria program design.
2. Principal Recipient Selection
The CCM is responsible for selecting and formally nominating Principal Recipients (PRs) to implement Global Fund grants. Selection follows a transparent, merit-based process that assesses organizational capacity, financial management systems, and technical expertise.
3. Grant Oversight
Through its Oversight Committee, the CCM monitors PR performance against agreed targets, reviews programmatic and financial reports, and conducts field monitoring visits. The CCM escalates performance issues to the Global Fund when required.
4. Stakeholder Coordination
The CCM serves as the national platform for coordinating all stakeholders involved in Rwanda's Global Fund-supported programs — from government ministries to civil society organizations, development partners, and affected communities.
5. Inclusive Governance
The CCM ensures that all constituencies — including people living with HIV, TB, and Malaria — have a meaningful voice in decisions affecting program design and implementation. This includes maintaining constituency representation requirements and supporting non-government member participation.
The CCM model is built on the principle that those closest to the epidemics should drive the response — with transparency and accountability at every level.
